Long awaited Land Use Framework for England announced

Environment Secretary Steve Reed has unveiled a new Land Use Framework for England (press release, speech), aiming to provide the most sophisticated land use data ever published. Speaking at the Royal Geographical Society, Reed emphasised how the framework will support farmers, landowners, local government, and businesses in making informed decisions about land use.

The initiative seeks to balance food production, housing, clean energy, nature restoration, and addressing challenges such as climate change and land scarcity. Reed reaffirmed the government’s commitment to long-term food security, ensuring that high-quality agricultural land is protected while also supporting economic growth and environmental sustainability.

The framework will integrate advanced spatial data science and earth observation technologies to inform planning, aligning with housing, energy, and infrastructure strategies.  Reed highlighted that while landowners will retain decision-making power, they will be equipped with better tools and data to maximise their land’s potential.

Paradoxically, the Secretary of State also said: “Nature is the common thread that runs through the Government’s missions.” This would appear to be at odds with recent rhetoric from the Chancellor and Prime Minister.

The announcement launches a 12-week consultation on the proposals for the Land Use Framework. If you would like to contribute to the CIEEM response please get in touch at policy@cieem.net.
