Competency Standard for Freshwater and Transitional Fish Survey, Assessment, Mitigation and Management

Freshwater and transitional fish are important indicators of aquatic ecosystem health and play a vital role in biodiversity, fisheries management and environmental assessment. Effective survey, assessment, mitigation and management require a detailed understanding of fish ecology, behaviour, habitat requirements and the legislative frameworks that protect fish populations and their habitats.

The Competency Standard for Freshwater and Transitional Fish Survey, Assessment, Mitigation and Management provides a structured framework for professionals working across fisheries, aquatic ecology, environmental consultancy, conservation and water resource management. It defines the knowledge, skills and experience required to undertake fish surveys, ecological assessments, habitat evaluations, mitigation design and environmental management to a consistent professional standard.

The framework covers the a broad range of activities associated with freshwater and transitional fish, including survey planning and delivery, species identification, habitat assessment, environmental impact assessment, fisheries management, scientific analysis and regulatory compliance. It supports practitioners at all stages of their professional development, from those building foundational skills through to experts leading complex projects and providing specialist technical advice.

By establishing clear competency expectations, the framework promotes high-quality, scientifically robust and legally compliant fisheries practice while supporting the conservation and sustainable management of fish populations and aquatic environments.

Purpose of the Framework

This competency standard has been developed to:

  • Promote high standards of professional practice in freshwater and transitional fish survey, assessment, mitigation and management.
  • Support career development and progression for fisheries and aquatic ecology practitioners.
  • Provide a benchmark for competency assessment and professional recognition.
  • Encourage consistency in survey design, fieldwork, ecological assessment, mitigation and reporting.
  • Ensure practitioners understand their responsibilities relating to legislation, licensing, health and safety, fish welfare and biosecurity.

Raising Standards

Understanding what good practice looks like and how to develop your competence in different areas of ecological survey, management and mitigation is fundamental to professional development and progressing your career.

CIEEM has been working with volunteer members to develop taxa-specific competency standards that tell the practitioner what they need to know and what they should be able to do in order to demonstrate increasing levels of competence. These competency standards are derived from the CIEEM Competency Framework and have also drawn on the Ecological Competences: Skills and Process document published by Atkins in 2019.
