Biodiversity Net Gain (BNG) is when development leaves the natural environment in a measurably better state than before. England’s mandatory BNG requires developers to achieve a minimum 10% increase in ‘habitat units’, as measured by the Biodiversity Metric.
Some Local Planning Authorities (LPAs) require this 10% BNG, whereas others require more than a 10% increase. Some LPAs link BNG with conservation targets such as enhancing ecological networks, while others do not have such details. So while mandatory BNG provides a level playing-field with the minimum 10% increase, there is significant variation between LPAs.
We checked adopted and emerging Local Plans of all LPAs in England with the aim to understand which LPAs had BNG requirements, the level of detail on BNG requirements, and which LPAs had Supplementary Planning Documents on BNG.
