CIEEM urges members to ask their MPs to support PIB amendment 40

The Planning and Infrastructure Bill will shortly return to the House of Commons [edit: now scheduled for Thursday 13 November] — and we need MPs to vote to retain Amendment 40, which was tabled with cross-party support and passed decisively in the House of Lords by 258 votes to 139.

Amendment 40 (which was originally Amendment 130) ensures that Environmental Delivery Plans (EDPs) can only be used to address diffuse and cumulative environmental impacts such as nutrient pollution, air quality and water management – where strategic action really makes a difference. Without it, the Bill risks weakening protections for legally protected habitats and species.

We are also urging MPs to support Amendment 38 (originally Amendment 94), which seeks to protect chalk streams by requiring a spatial development strategy to list chalk streams in the strategy area, outline measures to protect them from environmental harm, and impose responsibility on strategic planning authorities to protect and enhance their environments.

Please contact your local MP and ask them to support retaining Amendments 38 and 40 in the Bill. You can do this by:

  1. Copying one of the template letters below that best fits your MP (Labour, Labour in a marginal seat (see list below), or another party).
  2. Personalising the message – even a few sentences about why nature matters to you, or about local wildlife or habitats in your constituency, makes a big difference.
  3. Sending it by email or post to your MP. You can find your MP’s contact details at www.theyworkforyou.com

Together, we can help ensure that this vital amendment stays in the Bill and that our planning system supports both development and nature recovery.
