CIEEM’s response to the Permitted development rights: schools, assets of community value, defence and conservation consultation, August 2026.

This response was developed by CIEEM staff with input from England Policy Group members.

Key points:

• MHCLG are proposing a national granting of planning permission concerning certain actions required to facilitate conservation with Environmental Delivery Plan (EDP) areas in England.
• The aim of these proposals is to expediate the delivery of these measures, within certain size and scope limits and subject to land designations.
• CIEEM is broadly supportive of the proposals, whilst cautioning against shifting planning priority away from the avoidance of harm and unfairly biasing developers against other conservation measures.
